Erected by Cecil Fowler in 1915 with eight stories of reinforced concrete, brick veneer, and limestone courses and balconies. Max Keen was once a chef there. Converted in 1975-76 into 86 one-bedroom and 17 two-bedroom apartments to become Fowler Apartments. When renovated, the original cornice of wide eaves and large brackets was removed, new windows were installed, and the storefronts were altered.
