In 1976, the rates again increased, with mail weighing up to 2 ounces from the U.S. to Central America or the Caribbean increased to 25 cents, with mail to all other countries going up to 31%u00a2.International Air Mail Issues1974, 1976Mazzei, an Italian physician, merchant, and horticulturist, was an avid supporter and promoter of American independence. Born in Tuscany, he set sail for Virginia with plants, seeds, silkworms, and 10 farmers, and became a neighbor, and close friend of, Thomas Jefferson.
