It was used in multiples or in combination with other stamps. This was the only stamp in the series with a first day of release in Philadelphia. All the rest were released in Washington, DC.1%u00a2, #804, George Washington (President: 1789-1797), April 25, 1938.This stamp paid the post-card rate until 1952, and the drop-letter rate (for local or star-route delivery). It also paid the 2nd class periodicalrate, the 3rd class rate for small items less than 8 ounces such as printed matter or plants and seeds, and the special-treaty rate with Canada.
